In the final chapter of his 1967 book "Where Do We Go from Here: Chaos or Community," Dr. Martin Luther King Jr. proposed a bold approach to eliminating poverty. "The solution to poverty," he wrote, "is to abolish it directly by a now widely discussed measure: the guaranteed income."
Five decades later, the approach is being tested across the U.S.
The idea is simple but controversial.
People receive a set amount of money periodically with no strings attached. Advocates believe that this gives recipients, often in the most marginalized groups, freedom to spend it in ways that are most beneficial for their families. Critics call it an irresponsible handout, which does little to address systemic inequality.

Because the intention of all the underclass (of all colors) is to forgo sex before marriage, get some education, marry someone of practical value, form families and support them faithfully, right?
The Reverend Dr. MLK was imagining an underclass of honest, moral, noble poor who would never dream of scamming the taxpayer with fraud and handout-laundering to support substance abuse or illegal weapons...
People who grow up in poverty often have a monumental struggle trying to get beyond it. But others who have the intelligence or health to try are content not even to bother; or to turn their God-given talents to crime. The Founders knew this.
It was tried in the Jamestown colony and rejected! Keeps coming back like a bad penny.
