From the Intelligence assessments that have been made public. Putin genuinely thought that Ukrainians would welcome Russian troops with cheers and parades. There would be some token resistance, but the Ukrainian Military would quickly fold and the War would be over within two weeks. In fact, Putin was so convinced of this he sent in many "green" troops without enough supplies for a long campaign.
Needless to say, it didn't go according to plan. Now the Russian Government realizes that even if they do manage to take Ukraine eventually, they will never be able to hold it for any length of time with constant insurgencies. But they are kind of stuck, they are too invested just to say, "Oops we screwed up!" and leave, so they are desperately trying to find an out which will give them at least some token victory they can use to tell the Russian people it wasn't a complete fiasco.
