A disastrous design which takes all the complexity of a helicopter and multiplies it by adding the complexity of a tilting wing.
A good design philosophy is “do a few things well”. A beautiful example of this is the A10 Warthog.
Unfortunately, the Pentagon is obsessed with weapon systems that can do anything, such as the Joint Strike Fighter (JSF) program (F 35 Lightning). It’s land based. It’s carrier based. It can VTOL. It costs $50M a copy.

Blackhawks, Seahawks, and Chinooks have killed many many more. Unfortunately flying low level has lots of risk.
