Long ago, I was a lawyer in South Dakota. Divorces were difficult because as soon as the pleadings were filed the woman would take off for the “Twin Cities” and file for the very generous welfare benefits. It was hard to make the case without the plaintiff present.
The Farm-Labor Party (a hard left socialist party) which under Hubert-Humphrey merged with the smaller Minnesota Democratic Party, in 1944, to become what is today the Democratic-Farm-Labor Party, the dominant political party in Minnesota. That party has remained true to its dominant Leftist origins and has kept trying to push the political envelope Leftward.

While MN held out against the progressives longer than WI (which LaFollette infected in early 1900s), by the mid-/late-twenties, MN politicians had moved far left, albeit with an isolationist streak.
Following WWII, MN gave us Eugene McArthy, Hubert Humphrey, Muriel Humphrey, Walter Mondale... not pretty.
MN today reaps what those leftists sewed.
The Somalis are a mild net plus, they have a few bad actors, but the generally keep to themselves and some are willing to take the low wage menial jobs that need to be filled.
They do however vote in lockstep for the D. Omar has achieved clut status, with huge billboard posters of her likeness without words on buildings in Minneapolis.
The liberalism of MSP has led to a welfare state that has attracted every miscreant in North America. Floyd himself was from Houston, and would have died an early death there if not of hearing of the promised land of Minnesota.
No place else on the planet is like Uptown Minneapolis where you have gunfights on the streets in front of million dollar houses. When it crumbles, it's all going to go fast.

I do not think it is "in the genes". Rather, it is the same ideology, which insists "its a small word afterall", That "people are the same all over the world."
Therefore, we should treat an uneducated Somali Muslim, exactly the same as we treat a highly educated Scandinavian Lutheran. In fact, we give preference to the Somali, because they are "disadvantaged".
Ideologies which start with false premises, lead to serious problems.

But where does the preference for a particular ideology come from? It doesn’t just fall from the sky.
I truly believe, and I think the evidence supports it, that there is a significant genetic component to the culture and values that we are predisposed to.
For example, even though American blacks have been immersed in American culture for centuries, most still retain the cultural values of Africa.
In time, the same will happen with blacks that are being allowed to invade the scandinavian countries. And the Scandinavians will rue the day they allowed that to happen, just like we wished we had picked our own damn cotton.
