As part of the Martin Luther King Jr. Day of Service on Monday, I led a team of people in cleaning up a litter-strewn block of North Philadelphia. Over 100 of us spent two and a half hours picking up debris, eventually hauling away more than 10 tons of trash.
Less than 48 hours later, someone illegally dumped a bunch of construction waste on that same block.
To say I didn’t expect that may be a little naive, but it brings up some larger questions: What do we have to do to stop illegal dumping in Philadelphia? What can Philadelphians do to ensure their communities stay clean?

How could they tell the difference there?
I’d say that hanging illegal dumpers would be a workable solution.
Install cameras and signs. When trash appears, review cameras. Get plate numbers or descriptions. Prosecute.
There are probably cameras everywhere already.
Probably don’t want to do that, but the choice is to whine about it for them.
That would be the people who cleaned up the mess.

The perpetrators should be arrested, fined, and assigned 40 hours of “community service” cleaning toilets in homeless shelters.
I used to work in a Cincinnati ghetto. Nasty place. A couple of times a year I would see members of a white Baptist church waste a Saturday morning to come pick up the trash. It was always the same as in the article. Two days later you’d never know the difference.
I’ve viewed videos along Kensington Avenue in east Philly...What a total mess....
If someone is picking up the trash there, it must be a gubmint service
What made them think the illegal dumping would abate after it was cleaned up?
They are doing it all wrong. They should have brought in a big Trac Hoe and dug down 30 ft. When filled just cover it up and dig a new hole.

Since Alice’s Restaurant I thought the intrepid cops could identify the culprits using clues from the trash.
Maybe some food delivery clamshell still has the delivery slip stuck to the bag or one type of cigars used for blunts every day by a guy down the street and store people remember him.

This remedy assumes a normal legal system.
I semi-seriously opined in the past that we should allow our Special Forces to find computer hackers, drop in from the sky, find out what they have done, kill them, cover them in tar, and then hang their bodies in cages at the mouths of harbors like they used to do to pirates in time past. Just as that made piracy drop off, it would make hackers drop off.

I still say the cops should check those oats. Something in them lets those horses take off like sports cars. They always get away.
