If there is to be a shutdown then it must be one that members of Congress do not get paid either. Which would mean there is not going to be a shutdown - this time.

This is nonsense. If this passes for strategy, it is Deep State strategy.
First, gene therapy mandates are getting crushed in the courts. The expectation is the Commie’s will lose completely. Bargaining away something valuable in return for something we will likely get anyway would be classic Turtle.
Second, forget political tactics. The Federal Government is completely out of control, inflation is beginning to ramp up quickly. Not raising the debt ceiling is the policy objective. Just say no. About 70-80% of the government continues to operated and their is plenty of money to pay interest on the debt - no default. Make the commie’s come back with a budget that is in balance or keep it “shut down” until 2023.
