Abbott can ignore a federal court. This is Title 32, and the feds have no jurisdiction.

Title 32 orders are Federally funded, and as such, come with Federal stipulations. SAD orders are entirely State-based, and are what the Guard is getting on the border for Abbott's additional call-up.
