Read up on the Governor’s trucking laws and see the impact those laws are having on the parking lot it’s causing in the Pacific. Because of those laws, the ports are clogged with no relief in sight. The damage is not confined to CA, and all of us are paying for those idiots’ laws. If I were Biden facing a 36% approval rating, I’d use whatever powers I have to augment the movement of goods from the CA seaports. But, that assumes Joe’s aware enough to see the problem.
Joe is aware of the problem, and is actively seeking to exacerbate it.

Since Newsom’s antics are demonstrably having an impact on interstate commerce, wouldn’t an entity impacted (e.g. WalMart, Amazon) be able to bring a case to a federal judge to fix?
