The stark and impressively bright blue flashes being transformers would be my guess also. Those failing are a light show that once seen are hard to forget.

WSJ reporting USGS mag 7.4, Mexico's National Earthquake service says 6.9. Located within 30 miles of Acapulco. Mexico earthquake alert system went off before the quake.
