My bad — then why not the word ... thirteen ? Is that bad grammar ?

And see the deceit in the electric utility notice ? Or is that grammatically correct ?!

No. It’s perfectly acceptable to have both words and numbers in a sentence. Some people like to be uniform and will spell out all numbers, but it’s not necessary.
