The reasons for dismissing lawsuits have been established for years and years. A lawsuit dismissed at a lower level is almost never reinstated at the appellate level so his chances are pretty slim. What he's talking about is criminal. If he has evidence then he should be talking to the authorities so someone can be charged and tried.
