Check out that vest will ya!
Town of Windsor has fewer than 3000 residents. Here in PA, towns many times larger have less than a dozen police on the force, and I’ve never seen one loaded up like the officer in the photo. What was he expecting to encounter in Windsor?

Tinted windows (of Nazario) didn’t help for cops to relax either.

Windsor Rte. 58 and 460 is and are major through fare for traffic going to Petersburg, NewPort News, Suffolk, and Franklin. Lots of State Troopers hang in Windsor and along Rte. 58. Windsor has serious speed enforcement because of such traffic. Them Windsor cops hardly cut any slack when it comes to how much over the speed limit they will give you...most won’t give you dink, and in my case, the officer in question busted me for 3 miles over posted speedlimit (35mph), and when it went to court, which I opted for instead of paying the ticket off, the Judge threw it out. I was mad as hell at that Officer. Unless I have to go through Windsor, I avoid it by going another couple ways around Windsor.

It’s a long shift. Those pockets contained Chubby’s lunch and assorted snacks. That’s why he had trouble finding the pepper-spray canister initially.

“Nope, that’s my Twinkies. Nope, BBQ chips. No, my tuna salad sandwich. Ah, here it is.”

“Now step out of the vehicle sir or I’ll pepper-spray your dog!”
