My old neighborhood, Buckhead was. My family still lives there. The stories my family tell me of their trials with the mayor and the crime are troubling. I am glad I left.
Two of my good friends moved away from Buckhead last June.

Secession from the city of Atlanta is, of course, RACIST! That was the charge when some suburbs tried to leave Fulton County, so it certainly applies here. /s
Dayton Ohio walled off a section of their city in think in the 90’s due to high drug and prostitution . It’s called defensible space. The highway off ramp made for easy drug exchange. So they literally created a non thru street enclave. Some emergency response time was slower but crime dropped a lot.

Buckhead abuts Sandy Springs which is now an incorporated city. Shouldn’t be too difficult for Buckhead to incorporate like Sandy Springs and even join with SS.
The SCOTUS has stated the police have no duty to protect you. Large cities like SanFran uses private security.

That’s a good question. I used to go to Atlanta a few times a year, Buckhead was the trendy area where gays were rampant and white liberals frolicked. I’m guessing they got what they voted for.
