Biden can order federal employees to engage in those actions via executive order, but the overwhelming amount of legwork and processing is on the state level, and EO’s can’t compel state/local employees to do anything.

Well those state level employees were able to get it done for the 2020 election. This is just to get the ball rolling ahead of 2022 and a little armtwist to republicans to back off.
