The “live” part is stupid. But in Minnesota, if you don’t have a concealed carry permit you can’t have a loaded gun in your vehicle. This might be the primary charge that will keep them in custody long enough for Canada to pick them up.
In Portland, Or; without a CCW permit, you can’t have a gun and a loaded magazine in the vehicle! (Or a round in the chamber of course). Hmm - I’m not sure about just having a loaded magazine with no gun!?
One clarification: Minnesota does not have a “concealed carry” permit. It’s a permit to carry a pistol. (concealed or open carry is not stipulated)
