50 State Legislatures exercise their sovereign power to appoint Electors, who then choose the President and Vice President. This is a reserved, plenary power. It is the outcome of a deliberative process by very wise men who decided to EXCLUDE the three branches of the Federal government from the process.
The process by which these sovereign Legislatures appoint their officials IS NOT A FEDERAL MATTER.
Thank you for the clarity. I hear what you are saying. So one state can even object to another states rogue action, as in illegal voting? An honest state suffers for the actions of a dishonest one. The way you state it seems clear. In practice it seems this case is in a grey area.
