There are federal penalties for falsely certifying election returns.
The Election fraudsters ignore that at their own peril.
County certification does not end the process. Ultimately it is the responsibility of the State Legislature.
I’ve never been an advocate of a federal police force. It is unconstitutional and it is simply a bad idea.
But some law enforcement issues, interstate, mandate a certain amount of it.
Any election fraud relating to a federal election is a federal offense. Why hasn't Trump's Justice Department prosecuted any? You can't tell me that the 2016 and 2018 elections were squeaky clean while this one suddenly became crime central. Trump complained about fraud in 2016 and in 2018 so why didn't Sessions or Barr do anything about it?

Yes it does. The slate of electors selected on November 2nd according to state law is set. Without a judge ruling the election to be invalid then any competing slate selected by the legislature would be thrown out of court.
I’m going to have to do some study on the 2nd point. It probably varies somewhat between states.

Trump would have had to anticipate this fraud and have put in place NSA level surveillance to document Everything.
His EO seems to have made this possible, but we don’t know if it actually happened.
If it happened AND Trump has allies in the proper positions, this will blow Spygate and the entire Democrat establishment out of the water.
The type of evidence needed will have to be so overwhelming that the Media will have no choice but to acquiesce. That is a very tall order.

In the past he has been out there saying “We caught them” etc..
If the NSA has the capabilities we think they have then they would/should have no problems delivering ALL the details and ALL the players involved in a massive Election Fraud.
I must say, honestly, if Trump didn’t use ALL the resources available to him going into this election and we end up with Biden, whatever, President, Trump failed.
I want to believe he is smarter than that, and all the proclamations from Rudy and Sidney don’t amount to a hill of beans unless they can produce the hard evidence.
If we lose this thing, they would have out played us. We would be shown to be unprepared and basically clueless to their tactics. They will learn from what we did discover and adapt their tactics to always stay ahead.

No. Every state awards electors based on popular vote. Every state legislature has passed laws mandating that. So basically the slate of electors was chosen by the voters on November 2nd and all the certification process does is place the official stamp of approval on it. The only way that the legislature can appoint its own slate is by either 1) ignoring state law, or 2) changing how the electors are awarded after the electors have been awarded. In either case, the only way the new slate would ever be recognized is if the original election was invalidated. And only a court ruling can do that.

The EO Trump signed in 2018 as a trap for just such a crime as this election heist, states that Trump & The USA have the authority to seize the property and assets of anyone convicted of violating U.S. Election Laws. Wow! Trump & The USA may wind up OWNING Amazon, and the assets of a whole gang of commie lib bigshots!

Just read that Sidney Powell is no longer part of the Presidential Attorney team.
I suspect this is a consequence of a deal with some of the GOP legislatures.
