There are two sets of the same process.
Stamp and then it appears the one person is reading the ballot and the other is filling in based on the person reading the other ballot. I live in Delaware county recently turned democrat.

Actually it looks like they are copying ballots that had read problems so they can be counted. Woman on the right is reading out the original ballot.. man on left is filling out a new ballot after stamping it as a duplicate and to what the woman on the right is reading.. and the other two are witnesses to ensure no one is doing funny business.

What couldn’t be read on a ballot??? You fill in the ovals, that’s it...

Worker 1: “Hmmm. This ballot won’t scan, let’s see what’s wrong with it.”
Worker 2: “It looks like a vote for Trump. That’s the problem right there.”
Worker 1: “You’re right, we have to redo it.”
Worker 2: “All done. Next?”
Not true. If the machine spits out a ballot as unreadable it isn’t just thrown away, don’t know where you heard that, but that’s flat out incorrect.
