Enforcement? Sure they promise to pay X amount. Who follows up to verify? Kill the whole damn program now!!

Congress would have to end the H1B by legislation.

Trump can only strangle the H1B by regulations.

Someone will have to enforce wages not being reduced by kickbacks to the sleazy body shops.

You can’t just kill it, because the H1-B program has led to fewer Americans being trained in technical and engineering areas, and fewer Americans being trained on the job with necessary technical skills. It’s going to take time to rebuild that.

For years we have been providing foreigners with extremely valuable education and training and ignoring development of our own young technical talent. This may help start turning that around.

Actually, Japan has a similar program. I was there for 14 years as an equivalent of one of their H-1B workers. Verification is very easy, you just cross check wage filing data with the visa data. That information also needs to be filed with every visa renewal.

The result is that Japan has a lot fewer H-1B workers, but those they have are almost always grateful to their host country for a splendid opportunity rather than resentful for being exploited.
