Md. elections officials say video’s allegation of ballot fraud is untrue. But it’s already gone viral.

Elections officials in Maryland’s most populous jurisdiction held an emergency meeting Wednesday to discuss a viral video alleging that an election worker attempted to tamper with a mailed-in ballots ... Montgomery County officials said, they’re concerned that the video may have spread some damaging misinformation.

“Something like this just feeds into people who believe mail-in voting is fraudulent,” said the county’s elections board chair, Jim Shalleck, a Republican appointed by Gov. Larry Hogan (R). “It’s very unfortunate.” Elections officials in the liberal suburb of 1 million were alerted Tuesday afternoon to the video, which was posted on YouTube by a user who says they took it off 4chan, an online message board often used by provocative trolls.

The six-minute video, which had been viewed more than 80,000 times as of 6 p.m. Wednesday, starts with a brief clip taken from Yahoo Finance’s Facebook live feed of the county’s ongoing canvass of mailed ballots at Plum Gar Community Recreation Center in Germantown. ...

Kevin Karpinski, counsel for Montgomery County’s elections board, told board members on Wednesday the allegation of misconduct is unfounded. Karpinski said he interviewed the canvass worker shown in the clip, spoke to other volunteers who were working at the time and reviewed every ballot that the worker had helped to sort.

In actuality, Karpinski said, what the clip captured was the canvass worker darkening an oval that had been filled in too lightly, to ensure that it would be picked up by the ballot scanners. “I find no evidence whatsoever, any sort of attempt of voter fraud,” he said.

Karpinski said that protocol has been in place for election workers since he started working for the elections board in 2003 and is designed to ensure that as many eligible ballots as possible are counted...

BS - two points.

First. Who gave that person the authority to determine voter intent? Run the ballot thru the machine. If it fails, decide after the count what voter intent was.

Two. I live in that district and used that ballot. The section he filled in was the ‘School Board’ candidate section - a section often left blank. The only African American candidate for school Board was on that page - he may have filled in a vote for that candidate - we don’t know - just sayin ...

That IS ballot tampering.

What if someone had changed his mind about the vote or lightly marked on accident (dropped their pen, ink smudge from their hand, etc).

So if we were to watch such a video feed for 2 hours, how often could we expect to see these non-observed “auditors” altering ballots?

Shouldn’t any attempt to mark a ballot be observed by 1 or more people?

Back in school in the 70's, state test exams were marked by the students with #2 lead pencils.

Am I to believe that this century's, high tech machines, cannot read a #2 lead pencil?

Several auditors we’re doing it, however, MOST, Marked the original ballot with a yellow highlighter, and created a 2nd ballot, preserving the first. This person ‘marked’ the original and put it in the stack - we have no idea what was changed.

He stopped, looked all around prior to flipping it over and getting to work.

He noticed a certain school board candidate section wasn’t filled in, flipped the ballot, looked around, then flipped back to the school board candidate section and marked it .

You were right the first time. It's ballot tampering. No matter what the voter's intent was if they don't mark the ballot properly the vote is supposed to not count. No one is supposed to "fix" a ballot with an error on it.

I can’t speak to the election laws of other states but in CO it is required to use black ink. No exceptions.

Isn’t that illegal?

It used to be - I went to BOE this morning and showed the supervisor the video - she said the MD Board of Elections have authorization to do that for This election, since millions of votes were going to be by mail.

If the ballot wasn’t filled in properly than it doesn’t count. No poll worker should be doing anything with the ballots except opening the envelope, unfolding it and feeding it into the machine.

Exactly right. Some people only vote certain things on their ballot I did just that on Saturday when I voted. I did not vote my whole ballot.
