I have an idea. See if this makes any sense to you. The Dems want DC to be a state. How about if we let them have that, but lump the entire Washington metro area into it: Fairfax county and other surrounding Dem Counties, including Baltimore. That way, the Dems get two new Senators and we get 4, as well as two new Red States (Maryland and Virginia).
Your proposed state realignment would make sense to you and me, but that’s why the Democrats would oppose it to their dying breaths. It would also require the consent of Maryland and Virginia.

The seat of the Federal government could be shrunken down to a small polygon containing the Capitol, White House, SCOTUS - I would want the Washington Monument, Lincoln and Jefferson Memorials in there too.
