After an extended investigation, the Nevada Department of Wildlife, NDOW reported no charges would be filed, as the shooting appeared to be self-defense

Bizarre world.
They'd much rather he stood idly by and let himself be killed by an angry bear?

Their laws are likely similar to what Texas laws are with regards to wildlife and particularly wild game. Once an animal is shot the shooting will have to be classified as one of three acts. An act of hunting and ilegal at the time a legally harvested animal. An act of hunting out of season or without a proper licence and game tag in which case it is poaching. The last option is to determine if the act was in justifiable self defence and in those cases no licence, open season or tags are required. But until such a determination is made by a game warden or department of wildlife officials there is always the possibility of charges for illegal harvesting of game. Game wardens have some of the widest range of powers they need to search warrant in cases where a firearm was discharged or where there is suspected game poaching. I know a few Texas game wardens from my days in the law enforcement community most are solid conservatives.
