It’s just a normal legislative process. The initial size of the court was established in Judiciary Act of 1789. It fluctuated throughout the 1800s in large part because of the expansion of the nation but also for politics. We’ve been at nine justices since 1869 but it had been as high as ten, a few as six.

“A presidential signature is not required for a bill to go into effect.”

Only if you have 2/3 affirmative votes of both the House and Senate.

Otherwise it requires POTUS signature to become law.

In all cases.

Nobody needs an answer because we know it...simple to understand.

1. Biden says he will pack the court.

Republicans and independents go nuts, he’ll lose too many independents...will lose the race.

2. Biden says he will NOT pack the court.

Democrats, lefties, BLM/Antifa, & Bernie types get really mad and might stay home on election day. He has also boxed himself into a corner, if he ever became POTUS he’d have to go back on a significant statement which would make it a whopper of a lie and he’ll be known as a hypocrite.

...the only winning move is to say nothing. BUT the only logical answer is that he WILL pack the court. If he wasn’t there’d be no problem saying it if the left had no intention of making him do it.

Wouldn't Congress have to pass legislation to expand the court?

And wouldn't the President have to sign, veto or allow it to become law without his signature?

And wouldn't the president have to appoint justices to fill any newly-created Supreme Court seats?

Kaine is off-base with his comment; if you can believe that.

If so, then Tim Kaine is either ignorant or deceptive. Joe Biden as President ( God forbid ), will have to SIGN any legislation that comes to him.

If POTUS does not sign, it’s not law. It’s also known as the “pocket veto”.

Article 1 section 7
"If any Bill shall not be returned by the President within ten Days
after it shall have been presented to him, the Same shall be a Law,
in like Manner as if he had signed it,
unless the Congress by their Adjournment prevent its Return,
in which Case it shall not be a Law.

If Congress remains in session, a bill will become law without any action by POTUS after 10 days.
