With modern tech it is ridiculously easy for law enforcement to track kidnappers using vehicles, cell phones, street cams, internet chat monitoring, etc.
This is not the 1920s where kidnapping prominent figures might actually be survivable...
Personally I would presume that any high-profile public figure has had some type of GPS tracking device implanted in their body. You’re right, it’s a suicide mission.
I do expect though that one day we’ll see an assassination carried out by drone.
