Biden strategy in Pennsyvania is to get the never Trumpers and flip conservative Dems who may have voted for Trump back.
Advertising he is pushing and this Gettysburg speech is in line with that strategy. It would appear they believe they have the radical left secure.
They are spending quite a bit in the state and he may get many of the never Trumpers who normally would vote R. I doubt he will flip the others.
The youth vote is a problem for President Trump hopefully he can get a larger portion of the Hispanic and black vote to counter any impact they would have.
