All “Spanish Descent” people who were counted in the Census prior to 1980 were considered White.
LULAC agitated for this in the 1920s so they could be easily admitted to the United States. When they sensed that being a “victim minority” in the 1960s could help them, they agitated again to be considered Non-white, in the new “racial” category of “Hispanic”, which had no basis in genetics or even ethnicity - just a language cohort.
