It's a joke. I used to work with a group that did surveys and other research.
Sometime, the research subjects were incarcerated individuals. Participation was voluntary but typically, some incentive was offered for participants.
Strict rules and rigid oversight was applied about ‘WHAT was appropriate compensation?’. Example: A pack of cigarettes? OK. A carton? Hell no! Cigarettes become currency in prisons.
EVEN IN PRISONS, coercion was not allowed in exchange for participation. But for SOME reason, it was OK for "O'Brainless" to give out millions in free cell phones etc.- in return for votes. I don't understand THAT. It's textbook bribery - no matter how you look at it.
No Conservative would dream of that much less pull it off with perfect impunity!!
