Pa. restaurants can soon open to 50% capacity, but must end booze sales early: Wolf

Restaurants and bars in Pennsylvania are getting some relief.

Pennsylvania Gov. Tom Wolf announced today that starting Sept. 21 establishments can increase indoor seating capacity from 25% to 50%. But Wolf also threw in an additional caveat - restaurants with alcohol sales will have to cut off booze sales at 10 p.m.

“While our aggressive and appropriate mitigation efforts have kept case counts low, we must continue to take important steps to protect public health and safety as we head into the fall. At the same time, we must also support the retail food services industry that has struggled throughout this pandemic,” Wolf said in a statement.

In July, Wolf reduced indoor seating capacity limits to mitigate the spread of the coronavirus. In addition, seating around bars is prohibited and establishments are no longer permitted to serve alcoholic beverages unless patrons order sit-down, dine in meals. It’s unclear if the requirement to buy food when purchasing alcoholic drinks will change.

This summer, restaurant and bar owners banded together to express their dissatisfaction with the governor and the mandates. The Pennsylvania Restaurant & Lodging Association circulated a petition asking the governor to raise the capacity limits.

Under Wolf’s revised mandates, establishments will be able to show they are following orders through a self-certification process. Participating establishments will appear in a searchable online database.

The governor’s office said the program is modeled after similar mitigation efforts in Connecticut, while the alcohol sales limit is modeled after an effort in Ohio.

The self-certification will be used as part of the state’s enforcement efforts through the Department of Agriculture and Pennsylvania State Police Bureau of Liquor Control Enforcement.

Documents and information on the Open & Certified Pennsylvania program can be found online starting Sept. 21 and will contain the following:

A list of requirements contained in the current restaurant industry guidance and enforcement efforts;

A statement that the owner has reviewed and agrees to follow these requirements;

The business’ maximum indoor occupancy number based on the fire code; and

A statement that the owner understands that the certification is subject to penalties for unsworn falsification to authorities.

That makes as much sense as Florida’s antiquated liquor law: No sales on Sunday until AFTER 1 pm. Don’t want people going to church drunk...................

I owned a bar/hotel back in the 70s and when we had live entertainment {2-3 times a week} we'd get 3-400 people and that revenue was needed to offset the slow times.

We made money but could not have survived this chi-com virus crap.

I really don't know how we would have reacted to this kind of gummint interference.

Yep, been there and dealt with those laws. I loved the laws in South Carolina (don’t know if changed) but the alcohol store was marked with a bull’s eye. That was all the signage allowed.

You see, this is partly why I am strongly anti-mask. Once you let them stick a useless piece of cloth over your mouth for no reason they no longer have to even try to come up with logical reasons for their dictates.

A great big thank you to all who know this but meekly wear the training burqua because you do not "want to make waves".
