A random shoot? I wouldn’t be surprised. Then again if it were random why would the victim be walking right at the shooter? What I saw it appeared the victim raise his hands and shoulders possibly in a intimidating manner as he walked towards the shooter. And if this victim was part of a vehicle caravan, what was he doing on foot? Too bad there is no close audio or better video.
May not have been with the caravan at all.
