So they’ll pay less in property taxes because the home was valued less?

If discrimination is paying less in taxes then sign me up for some!

No - Appraisers work for the client which is the lender.

Appraisal law says they can not disclose information to a third party which includes the tax office - and the borrower.

First step would be to send a copy of both reports to the State Appraisal Board - they have one - with a complaint.

Most state boards have a staff appraiser who will look at both reports, review the data and see if there is a potential problem. If there is both appraisers can expect a very deep examination of their report.
