Those streets were paved with US Transportation deptartment funds. Commerce Clause. The businesses that are being looted are mortgaged with Federal Treasury funds. The goods in the looted stores were put there through interstate.Commerce. Some goods were subject to customs.
There are a thousand reasons why Trump can send Federal officers to Portland other than the fact that there is an active insurrection.
Frankly he needs to roll some tanks. See if the snowflakes will get off the street or become a part of it.
That and I also believe Esper and Milley told Trump to pound sand over the Insurrection Act back on June 2nd.

The President has no law enforcement authority in any state without declaring a state of insurrection or rebellion (or invasion).

To break up a riot, I think you are right and the insurrection act must be invoked, but selectively picking up people based on suspicion of violating federal laws can be done without it, I suspect. In these days of ever-present cameras, social media and electronic communications, I doubt it would be difficult to establish probable cause for specific individuals violating or conspiring to violate or abetting violating federal law.
Trump is proving that the mayor cannot govern for the protection of the people. He is forcing Wheeler to ask to take away protection for federal workers...some which may be deep state money grubbers. So Trump is poking his thumb in eye of Mayor “wheezerfuturegeezer” and trying to win many fed workers support. I am pretty sure national public sentiment is unfavorable for mayor...so Trump looks good tweaking the idiot mayor. Just sayin’
