California was facing a $54 billion deficit in the coming fiscal year. Part of the budget anticipates getting money from Washington. Financially, these shutdowns are a calamity for the state, as far less tax revenue is coming in, but expenses don’t get cut.

Newsom is probably rolling the dice, hoping for a Biden victory, and then a President Biden and Pelosi will push legislation to bail out the states.

Rumor I’ve heard is that they may not even make it to Election Day before the state is insolvent.

Apple, Google, and Facebook are still paying - they probably think extracting tax dollars from the little Trump-supporting kulaks is less important then driving them out of business before November.
