Regrettably, that headline is not accurate. Uighurs are not Chinese, but Turkic.
The people who could be termed actual “Chinese Muslims” are the Hui people, who are ethnically Han Chinese. And the CCP does not seem to bother them too much, or as much as the Sinkiang Uighurs.

“American” only defines national status. “Chinese” defines both an ethnic status, as well as a national status.

If they were born in China and suffer under Chinese legal control, yes, by that definition, they are Chinese.
Ditto the child of Somalis born in Canada, he his legally Canadian.
It’s the Chicom government making the distinction by who they target. The Hui are not subjected to this treatment; they are more “Chinese Muslim” than Uighurs are, all legalese aside.
