How did Roberts become Chief? That should have gone to Stevens or Scalia, who were his seniors. If I remember it
right Roberts was Chief right off the bat.
Explain to me the process.

It didn’t go by order of senior.. he was nominated by the then President.
The Supreme Court has some real bad choices sitting on that court.
