No need to confront them directly. Cut off power and water to the area. Blockade the area with a heavily armed force. Block every street and alley leading into the area with armored vehicles. No one goes in for any reason. Anyone leaving is arrested and interrogated. Their supplies will run low. You can only go without food and water for so long.
