eagleone is correct. It will be like hate crimes. Lynching will be whatever the federal prosecutors want it to be.
I suspect that it least part of this whole deal is to give federal prosecutors a second bite of the apple. You cannot be tried twice in a state court for the same crime. The Constitution prohibits that.
But you CAN be tried in a federal court for a crime you were acquitted of in a state court. The feds need only find some federal law that you broke.
