They’ve had issues with that as well. They have reduced the number of cases where that is a viable response as it still leaves, say, a suicide bomber able to pull the detonation cord or press the button.

Exactly. We were always told, to shoot to stop the threat, but once the threat stopped, the shooting stopped too. While these dudes were shucking and jiving, it would be almost impossible to hit them at all, let alone, to wound them. If they “moved,” as you say, we needed to articulate it in great detail. They ALWAYS moved. 😁
