The laws you refer to did not confer equal status you claim.
One of the laws authorized the payment of pensions to the widows of Confederate veterans. This affected about 1000 people. The second law authorized the Government to provide head stones for the graves of Confederate veterans that lacked headstones. The head stones provided are different than those provided to U.S. veterans.
