All NSA reports that incidentally mention an American citizen are masked to prevent invasion of privacy issues. People can request reports on said individuals that are “unmasked” if they have clearance, thereby seeing the raw report with the American citizen’s name mentioned. The request is recorded if this occurs.
In other words, they were digging through NSA databases for dirt on Flynn and any involvement with foreign governments where his name had been masked.

The Kislyak phone call was Dec. 29th. Most likely they were looking into previous contacts with the Russians and Turks, and possibly Italians, as those ambassadors also unmasked NSA reports on Flynn. I think they knew who Flynn had met with and were looking for any damning information to destroy him, found nothing, and then had to manufacture info with Kislyak.
