Whenever I had to fly to either SF or LA I never ventured out but stayed in the company provided hotel until the flight the next day. You could smell it on th air.

With all certainty the residents will ignore this.
It won't be pretty when LAPD tries to pull the plug on Popeye's in Compton.
After that, I doubt they'll have much stomach for enforcing an unconstitutional edict on the po' folk.
After the lawsuits on individual cops under 18 USC § 242, the enthusiasm for muscling restaurants and businesses on Wilshire Blvd. will also be pretty low...
