I can see a non-public list kept within the church under lock with each page destroyed after 30 days. Court order required for disclosure ONLY IF proof presented of disease exposure. List requirement ceases with end of emergency.

They were losing big chunks of sales tax revenue because Kansas City, KS was just across the state line and street from Missouri and capturing all the Sundays sales tax revenues.
But the point being, Kansas City, MO had for decades a longstanding prohibition against the sale of anything on Sundays.
