More likely the wrong person's ox was gored. A drone probably picked up a city councilman's nephew or mayor's campaign donor doing something they shouldn't have been doing.
They messed up (intentionally? Yep!) by publicizing the drones in advance.
They’ll sneak ‘em back in later, when nobody’s watching & because now that everybody’s been reassured the plan has been scrapped, the government has listened to the people, & the Bill of Rights remains intact. Yay.
This is a standard agit-prop tactic. The masses have swallowed it hook, line & sinker.
Our country is beginning to resemble a cheesy Hollywood
