It probably is because of some kind of Union regulations collective bargaining agreement that he can not be fired with out just cause. They have to prove it in a court of law. Not just the internet. As much we would like to take the guy out and horse whip him, he is still innocent until proven guilty under the US Constitution. The piece of SH#T has rights.

So, they have to suspend him until a thorough investigation is done. Then they can fire him. Then charge him as a SEX OFFENFDER. If they do not do these things in the proper order, the town of Stow would be open to a potential lawsuit IF they could not prove just cause for termination.
