First President Trump tells the press he will tell the governors when to open. The press goes bonkers, as expected.
That cuts them off from complaining when today he announces the governors will be responsible for deciding when and how to open their state. Unstated is they will bear the responsibility for the results of their decision.
Cuomo goes into panic mode. Does not want that responsibility and now wants to work as partners.
