Senate Minority Leader Charles Schumer (D-N.Y.) blocked Senate Majority Leader Mitch McConnell’s (R-Ky.) attempt to set up a Monday morning vote on the stimulus package, effectively delaying the vote until the afternoon.
McConnell had vowed earlier Sunday that he would force a second procedural vote related to the stimulus package at 9:45 a.m., 15 minutes after the markets open.
But when McConnell tried to lock in that time, Schumer objected, denying the GOP leader the consent he needed to enact his plan.
Instead, the Senate will vote for a second time after they come into session at noon on Monday.
Schumer said he and Treasury Secretary Steven Mnuchin were making “good progress.”
“I think there’s a good chance we can have an agreement,” he said, adding that Democrats were “fighting for a better bill.”

Trump was asked about this at the Press Conference and it was a really good question. His response was that he didnt know about the constitutionality of it. And no he doesn't know because it is Senate rules and the Majority Party makes the rules.

IMHO....Both Democrat Speaker of the House, Nancy Pelosi and Democrat, Chuck Schumer, the Senate Minority leader should be arrested, jailed and charged with Treason for failure to act in a timely manner to protect the American people and the nation itself.
If Democrat “Bitch” Pelosi was so concerned over the the “Bailout” legislation thern she should not gone back to California to screw off, sio fine wine, & relax while the nation and our people are in dire straits, both healthwise and economically. If McConnell pulls all Senate rules and pushes the bill through then it’s dead in the House.
He has to put together a bipartisan bill for any hope of passage.

If both individuals, and business, cannot pay their bills the credit crunch that will trigger will be the worst financial crisis the world has faced since the 1930s.
