The FDA operates under a set of Regulations. Res can be changed or ended as seen fit.
I am quite sure the FDA Authority does not supersede that of the President.

Actually it appears that virtually the ENTIRE Executive Branch (Deep State) feels that they exceed the authority of THIS president, starting with Comey. And when Trump does try to assert his authority, he gets IMPEACHED, as in Biden/Ukraine.
So I wouldn’t get my hopes up very much...considering the track record of the Executive Branch under Trump. But, of course, I’ll be thrilled to be wrong!
