There is no need for a right to try exemption. Both hydroxychloroquine and azithromycin are FDA approved prescription drugs so any MD or DO can prescribe them based on their own clinical decisions. The combination of drugs has been shown to be effective by multiple small clinical trials against COVID-19 infections so there is a solid basis for a physician to use them in treatment absent any patient specific contraindication like a known drug allergy.
