I believe its a man made bio-weapon and the main reason I cite is that it doesn’t kill you as the individual mortality rate is 1-2%. It incapacitates quickly tying up 25-30 of all of those affected into ICU facilities to prevent them from dying while at the same time is is super virulent with a very rapid rate of transmission.

That would take an Army out of the fight allowing the using force a quick and decisive victory.
