Federal highway funds were originally tied to the 55 mph speed limit, but that requirement has been relaxed. However, the Feds still require a seat belt law, 21 year old drinking age, and .08 BAC limit for drunk driving. If your state does not have all of these laws, they don’t get full funding. SCOTUS approved of this scheme in South Dakota v. Dole.
I would point out that the distribution of funds dependent on state law has all been authorized by Congress; the Congressional budget granting the funds contains these provisions. What we have here is POTUS unilaterally withholding Congressionally authorized grant funds without the specific Congressional proviso conditioning the grants on following immigration law.
That issue is more legally problematic.

Selective enforcement is unjust.

The next step of "secessionist California" is to have the governor instruct, that no federal income taxes that are collected by the comptroller be sent to the US Treasury.

There have been several excellent decisions lately.
I sense momentum building as the activist judges experience push-back. Roger Stone’s judge, for one, is cruising for a comeuppance.
Another bit of sunshine was shed today with 3 more Ohio district court nominations and one for Wisconsin by President Trump.
The back bench on the Senate floor is almost bare only 3 district judges ripe for action. It’s good to see more nominees teed up.
A batch of 11 or so has had hearings & may emerge from the executive committee in early March.

Mitch moved along Puerto Rico, Virgin Island this week and tomorrow the Tax court nominee’s confirmation will be voted on.
The 3 Ohio and 1 Wisconsin nominations were made by POTUS & sent to the Executive Committee today.
All that’s left on the Senate floor are: Diane Gujarati, of New York, Barbara Bailey Jongbloed, of Connecticut, Scott H. Rash, of Arizona an International Trade & a VA Appeals nominee.
