Philbin said the "whistleblower" may have had a "conflict of interest" because (as an Obama CIA operative) he may have been involved in decisions WRT then-VP Biden and the Ukranian company, Burisma.
The w/b may have had a "reason to deep-six" a rekindled Ukraine investigation.

Earlier at a different hearing, Texas Repub Gohmert asked former Ukraine finance minister Natalie Jaresko.
"Are you aware of Ukrainian parliamentarian Bielkova's April 12 meetings
with Liz Zentos, Eric Ciaramella and VP Biden's aid in the Obama WH, at a National Security Council meeting?
Jaresko said she was not aware of any meetings.
